Car manufacturers could easily produce all cars with the fuel door on the same side. But they don’t do it for a matter of practicality.
When traffic is heavier and more refuellings are made, if all the cars were with the tank flap on the same side, only one side of the pumps would be used at the time of refuelling. This will leave the other one empty, thus creating long and unnecessary queues.
